The cost of moving money stopped being a vague complaint today and turned into a line item. A government budget office costed it, the largest card network reported how much of it now clears in stablecoins, and Circle paid $400 million to own a stretch of the route.

Visa’s stablecoin settlement hits a $20 billion run rate

Visa said on Tuesday that its stablecoin settlement volume now runs at a $20 billion annualized rate, more than 15 times what it was a year ago. It counted over 160 stablecoin-linked card programs live worldwide in its fiscal second quarter, with payment volume through them up close to 200% year over year.

The company also opened its daily settlement files to onchain lenders, so a card program can borrow against money it’s already owed instead of parking cash to cover the gap.

Visa’s own diagnosis is the part worth keeping. Early-stage programs, it said, are held back “less by demand or by network infrastructure than by access to working capital structured for how they operate day to day.”

Korea’s budget office puts a price on card fees

South Korea’s National Assembly Budget Office published an analysis on Tuesday finding that won-denominated stablecoins could cut merchant payment fees by 370 billion to 5.15 trillion won a year, which is $275 million at the low end and $3.8 billion at the top. Korean card transactions carry fees of roughly 1.3% to 1.5%. The office modeled stablecoin payments at 0.1% to 0.3%.

The range is that wide because everything depends on how much spending moves across and what the new processors decide to charge.

The office named its worries too: deposits draining out of banks, and a peg under strain if holders redeem at scale. Who gets to issue a won stablecoin is still unsettled, with the central bank arguing for majority bank ownership and the financial regulator open to letting others in.

Circle pays $400 million for a cross-border payments network

Circle agreed on Tuesday to acquire the Singapore payments platform Tazapay for $400 million in stock. Tazapay handles about $25 billion in annualized volume, works with more than 60 banking and fintech partners, and pays out locally in over 100 markets. Around 60% of what it moves is stablecoins already.

What Circle is buying is reach into Asia-Pacific and emerging markets, and it says the aim is to make USDC the default for cross-border commerce. The deal needs clearance from Singapore’s Monetary Authority and is expected to close in 2027.

AI agents have made 4.5 million payments on the XRP Ledger

A dashboard run by t54 labs counted 4,491,820 payments made by software agents on the XRP Ledger as of Tuesday, averaging 199,059 a day over the previous week. The payments use the x402 standard and go to 152 registered merchants selling API calls and AI inference, in amounts small enough to be worth fractions of a cent.

The settled totals are tiny next to that count: 5,836 XRP and 4,125 RLUSD in total. Agents can pay in either, so millions of transfers cleared without much of the underlying token changing hands.
