Why Did Ripple Create RLUSD?

Why Ripple created RLUSD: the gap it fills in Ripple's payments stack, the market it targets, its regulation-first approach, and how it complements XRP rather than replacing it.

Read article

Ripple spent more than a decade building technology to move money across borders. RLUSD is the piece that stack was missing: a stable, dollar-denominated asset built for payments, settlement and the businesses that depend on them.

In short, Ripple created RLUSD to offer a regulated digital dollar for instant settlement, cross-border payments and treasury operations, one that works alongside XRP rather than replacing it, and plugs directly into Ripple’s own payments products.

This guide explains the strategic reasons behind RLUSD: the gap it fills, the market Ripple is going after, why regulation sits at the centre of it, and what Ripple actually built it to do.

The Short Answer

Ripple created RLUSD to give its payments network a stable settlement asset: a digital dollar that holds its value, settles in seconds, and meets the compliance standards businesses require. It launched on 17 December 2024 under a New York Department of Financial Services (NYDFS) limited purpose trust company charter, and was designed from the start for businesses, payment providers and institutions, not only individual traders.

The Gap RLUSD Fills in Ripple’s Payments Stack

For years, Ripple’s cross-border technology has used XRP as a kind of go-between. Because XRP can be bought and sold quickly almost anywhere, it can be used to swap one currency into another in seconds. But XRP is a traded cryptocurrency, so its price rises and falls, and many businesses settling invoices or moving money need an asset whose value stays put.

That’s the gap. XRP answers the question “how do we move value quickly and cheaply?” RLUSD answers “how do we hold and settle in stable dollars on the same network?” Together they cover both needs, which is why Ripple built RLUSD to sit alongside XRP rather than in place of it. The Market Ripple Is Going After

Stablecoins had already become one of crypto’s most widely used products, a market long dominated by Tether (USDT) and Circle (USDC). For a company whose entire business is payments and settlement, not having its own regulated dollar token was a strategic gap.

RLUSD is Ripple’s move into that market, but aimed squarely at business and institutional use rather than competing purely on everyday trading volume.

Regulation as the Differentiator

Ripple built RLUSD regulation-first. It is issued under a NYDFS limited purpose trust company charter, required to be backed 100% by reserves, and verified by monthly third-party attestations.

Ripple positions RLUSD as “the first enterprise-ready stablecoin,” and that framing is deliberate. Banks, payment providers and institutions can only adopt a digital dollar they are able to trust and account for. Here, compliance isn’t an add-on; it’s the reason RLUSD can be used where Ripple is aiming it. For a full breakdown, see our guide on what backs RLUSD.

What Ripple Built RLUSD to Do

Ripple designed RLUSD for a specific set of jobs. According to Ripple, it is built to:

  • Settle cross-border payments instantly
  • Provide ready liquidity, funds that can be accessed quickly, for remittance and treasury operations
  • Integrate with decentralised finance (DeFi) applications
  • Bridge traditional fiat currencies and the crypto ecosystem
  • Provide collateral for trading tokenised real-world assets such as commodities, securities and treasuries on-chain

It is also integrated directly into Ripple Payments, Ripple’s licensed payments product, so businesses can use the stablecoin within an existing settlement network rather than building one from scratch.

Why Not Just Use XRP, or USDC and USDT?

Two fair questions.

Why not XRP? Because a traded cryptocurrency and a stable dollar solve different problems. XRP’s price moves with the market, and it’s easy to trade quickly to shift value between currencies. RLUSD is built to stay worth about one US dollar. Ripple wanted both tools available on the same network.

Why not an existing stablecoin like USDC or USDT? Because owning the asset lets Ripple build it directly into its own products, on its own ledger, under its own regulatory charter, rather than depending on a competitor’s token for the core of its settlement business.

Does This Mean RLUSD Will Replace XRP?

No. RLUSD and XRP are designed to work side by side, one built for stability, the other for fast, low-cost movement of value. Ripple has consistently described them as complementary. We look at this question more closely in our guide on RLUSD vs XRP.
