What Backs RLUSD?

What backs RLUSD: Ripple's USD stablecoin is backed 100% by cash and short-term US Treasury reserves, held in segregated accounts and attested monthly. How it works.

Read article

RLUSD is designed to be worth about $1 at all times, but that stability only means something if there’s real value behind every token. So what actually backs RLUSD?

Each RLUSD is backed 100% by a reserve of US dollars and highly liquid, short-term dollar assets, held in segregated accounts and verified by monthly third-party attestations. For every RLUSD in circulation, there are equivalent real-world reserves designed to support its one-to-one value with the US dollar.

This guide breaks down exactly what’s in those reserves, who holds them, how they’re checked, and why backing is the most important thing to understand about any stablecoin.

The Short Answer: What Backs RLUSD?

RLUSD is a fully reserve-backed stablecoin issued by Standard Custody and Trust Company, LLC, a regulated Ripple subsidiary. Each token is backed by a reserve made up of:

  • US dollar deposits held at US state or federally chartered depository institutions
  • Short-term US Treasury bills with a maturity of three months or less
  • Government money market funds
  • Overnight reverse repurchase agreements (repos) conducted using US Treasuries

These are among the most liquid, lowest-risk assets in traditional finance, chosen so that RLUSD can be redeemed reliably and hold its value close to one US dollar.

What “Reserve-Backed” Actually Means

Stablecoins aren’t all backed the same way. RLUSD is a fiat-reserve-backed stablecoin: each token corresponds to real-world dollar and dollar-equivalent reserves held by the issuer. That’s different from crypto-collateralised stablecoins, which are backed by other volatile cryptocurrencies, and from algorithmic stablecoins, which try to hold their value through supply-and-demand mechanisms rather than reserves.

Because RLUSD is backed by cash and cash-equivalent reserves, its stability rests on those reserves being real, sufficient and accessible, rather than on market sentiment or a complex balancing mechanism. For a wider overview of the stablecoin itself, see our guide to what RLUSD is.

What’s Actually in the RLUSD Reserves

RLUSD’s reserves are made up of conservative, short-term dollar assets. Eligible reserve assets are limited to instruments such as short-dated US Treasury bills, government money market funds, overnight reverse repos backed by Treasuries, and deposits at chartered US banks.

What’s absent is just as important: the reserves hold no volatile cryptocurrency. That’s a key reason RLUSD is designed to stay near $1 even when the wider crypto market moves sharply.

Who Holds the Reserves and Who Checks Them

RLUSD is issued by Standard Custody and Trust Company, LLC, which is chartered and supervised by the New York Department of Financial Services (NYDFS) as a limited purpose trust company. The reserves are held in segregated accounts, kept separate from the issuer’s own operating funds.

To keep this verifiable, an independent accounting firm, Deloitte, publishes monthly attestation reports. These reports follow the attestation standards of the American Institute of Certified Public Accountants (AICPA), compare the amount of RLUSD in circulation against the reserves held, and are released no more than 30 days after each month-end on Ripple’s official RLUSD transparency page.

Is RLUSD Regulated?

Yes. RLUSD is issued under NYDFS oversight by a NYDFS-chartered limited purpose trust company. That framework requires RLUSD to be backed 100% by highly liquid, short-term, transparent reserves, held in segregated accounts, with clear redemption rights and regular third-party attestations. This regulatory foundation is a core part of what gives RLUSD its credibility as a digital dollar.

How Backing Keeps RLUSD at $1

Backing and redeemability work together to hold the peg. Because each RLUSD is supported by dollar reserves and can be redeemed toward its dollar value, the price has a strong anchor. If RLUSD ever traded slightly above or below $1, the ability to issue and redeem against real reserves creates an incentive to buy or redeem until the price returns to around a dollar. Without genuine reserves behind it, that anchor wouldn’t exist. For more on the mechanics, read how RLUSD works.

Why What Backs a Stablecoin Matters

The history of stablecoins shows that backing is everything. Coins that relied on algorithms or thin reserves have lost their peg and, in some cases, collapsed entirely, wiping out holders. A stablecoin is only as trustworthy as the reserves behind it and the transparency around them.

That’s why RLUSD’s combination of conservative reserves, segregated accounts, regulatory oversight and monthly independent attestations matters. It gives holders a clear, verifiable answer to the question every stablecoin user should ask: what is actually backing this, and can I check?
