Token holders vote to elect a set of around 21 active block producers that take turns producing blocks roughly every half second, with standby producers ready to step in. Instead of charging gas per transaction, the network allocates compute and bandwidth resources to accounts that stake XPR, so routine transactions can be sent without a direct fee.
